He is past the teething stage. You could still glue them or tape to try and get them up but it's not likely. My boy's started going up around 12 weeks and were iffy until after he was done teething until they finally set up. But as a general rule if they aren't up by 7 months...they aren't likely to go up. My dog is large and had heavy ears, massages daily along with limited contact to the bases of the ears made them stronger. Cold weather also makes them more fragile. Susu..REALLY? I don't know much about this procedure so I would caution that pain is not worth looks for pets. You can also work with him to use his ears...training sessions with new/different noises in various locations to have him work those ears.
